Revision of the packages and the AGREEMENT of the OpenSCADA Technical Support

AGREEMENT for OpenSCADA Technical Support.

The Technical Support packages were significantly revised for distinctly specifying their price from the OpenSCADA developers, defining the total equivalent labor intensity, appending the "Work" branch under the support and some other small corrections.

The Technical Support AGREEMENT was complete revised, appended for the new support conditions and released under version 2.0.

Both the Technical Support page and the AGREEMENT page were moved on the OpenSCADA Wiki.
