Created OpenSCADA forum and fronted user's registration. It's allow self OpenSCADA project's discusion forum.

For allow discussion platform for project OpenSCADA self discusion forum was created. Forum is working in test mode. For use forum into write and extended mode you must register self on OpenSCADA site.
