Unification the building with adaption to Debian 12, Qt6, QtWebEngine, QtMultimediaEngine, OpenSSL3, MIPS

There about OpenSCADA performed many actions of its building in several environments:

• adaption to the Debian 12 environment with many improvements of the building;
• adaption to use QtWebEngine and QtMultimediaEngine in UI.Vision with unification the Qt dependencies in whole;
• building and adaption to Qt6;
• whole adaption to OpenSSL3;
• building and adaption to MIPS with building OpenSCADA in single binary file.
